SEO is preferred for a simple reason... It is beneficial on long term basis. Although PPC is also beneficial but it depends on the website requirement. If you have a business website where you provide products or services, you have to do PPC campaign in the beginning as the website is not going to rank higher in the beginning and if you are having a business that you don't depend on and having a website for online presence, go for seo.
