I think it is a web page which can be accessed easily by viewers and search engine. When you design web page, we are supposed to check whether any element in design doesn't stop search engine not to index the content like content embedded in flash must get indexed. So if the web page accessible from different prospect of visitors and search engine, that page might get called as to constitute web page.
