Backlinks and IP have nothing in common. Only the site adress matters.

Backlinks can be counted depending on the website address only. The sites backlinks can be checked by using the operator, for ex: link:website url

It counted with the numbers of link back from every backlink you create. Ofcourse build too much backlink kin the same site or same ip might not give a good effect so you need to build more backlink in different IP website.
