Modern SEO and submission

Do you remember those sites that claim you submit your link (paid or free) and they will drive tons of traffic to your site? Of course you do. I am just curious with the modern rules that Google and other search engines employ, if one should risk themselves by doing these "get tons of traffic". It is also interesting that many of these sites fail in their own SEO rule following (if you look at their sites).

Very right about those website, Even they have few hundred viewership and still claims to give ton of traffic.
