If we forget the stuff in SEO, It has introduced this feature to reduce the spamming so website owners and bloggers can get a way to define no follow to certain section of website which can be edited by users. So that way google considers to pass the link juice to present websites on specific pages and it can still count no follow links for social signal like links from Facebook or Twitter.

Google follow our order. It understand our privacy. When you add dofollow attribute on your web pages, it means you allow Google to index your web content for public. nofollow is just opposite of it.

Only Dofollow allows crawler to crawl and collect the details and so it is supposed to give high priority to Dofollow links.
