There are no sure rules here. Three percent minimum is a safe bet. But this depends how many are the words in your content. The best idea is to use keywords where they are natural in a sentence. Try developing your story around such keywords.

I believe the tools are focused on a minimum number of instances of the phrase and not the %. Keyword density as an important ranking factor is a myth.
