In some cases, on-page optimization is even more important that the Off-Page (link). I know a site that has several links, including very strong, yet their pages are very weak in content, which makes it all work Off-Page does not give the expected return. It is necessary to balance the two aspects.

There are two types of SEO techniques:
On-Page. This means doing SEO in your website (e.g. good article content, keyword positioning, meta tags).

Off-Page. You do SEO outside your site (e.g. link building to high PR sites, social media, forum posting).

Use both of them of them to boost your SERP rankings. But first make sure, your On-page is well made (you can always update your site while doing Off-page). You can do SEO manually or from an SEO specialist.

SEO has traditionally divided into two main areas; on-page optimisation which covers what can be done on the pages of the website itself, and off-page optimisation which covers activity that takes place elsewhere (e.g. link-building).
