Use of original and fresh content is beneficial to generate traffic and backlink because people are interested to read your fresh blog or article. Now you can’t use one article to submit in more website for more traffic and backlink because it is considered as duplicate content by Google. So these both methods are very helpful to generate backlink with use of original and attractive content.

Personally, I feel blog commenting is not useful and some it may give some adverse effects.
Article submissions has been penalized by latest Google PANDA update. You should be very careful article submission and especially it should not be a so-called SEO article but informative one.
