Link Churn is Links that appear and disappear on pages are likely to be part of a linking scheme. The rate at which these links appear and disappear is termed link churn. If this happens frequently, it may be regarded as spam.

Link Churn is quite an old term way back to 2006 as stated in SEOroundtable. It was part of some Google Patent to evaluate the rate of frequency a link(s) added on a page changes over time. If it above the threshold then its was assumed as an spam.

It seems that, if by looking at the patent information, and the second description, Google uses this as a tool to check links on a page, and if they are changing too much, it could show them that there is illegal activity going on.

Link Churn is Hyperlinks that appear and fade away on webpages are likely to be aspect of a connecting structure. The amount at which these links appear and fade away is known as “link churn.” If this happens regularly, it may be considered as trash.
