It is harder to stop spamming completely because forum provides large platforms for discussing our thoughts and communication among users with different topic. To avoid spamming you can take below mentioned steps:
• Approve signature after certain no. of post and its quality.
• Initially moderate each and every post for approval.
• Disabling signature or banned that user who post irrelevant content.
• You can use captcha, which stops automatic bots to post on your forums.
• Block IPs or IPs range from the country you don’t want traffic or resource or ISP form where you get an excessive amount of spammers.

That pretty much feels like the Sitepoint forums' way of doing things over at their place. Well, I still don't have my signature there, because what they're doing is they're only allowing a signature only three months after your registration, plus you have to post some stuff too. You can't just wait for three months to post something. That's going to be very suspicious.

Forums are definitely taking all these possible steps to control spamming. Banning the spammers completely from the forum seems a bit harsh to me, may be a ban for a few months would do good.
