which is best tool to design web pages?

hello webmasters i want to deisgn a website,can anyone give information which software is good for me. most of the answers must be photoshop i guess. but the main thing is i want to do some database operations in my page.... could you suggest any tool that can help in development as well as designing.... any reply appreciated.
