You have pointed good points, following criteria for good website design would automatically eliminate the bad factors from website design. A web design can also get considered as bad if it doesn't provide any support for different browser and device. It can also seem not helping if color combination is very fancy and difficult to view from certain screen resolution, it is also considered inappropriate for people with older age if it is too fancy to access. So there can't be fixed points for designing performing website one has to evaluate the audience of specific business and targeted people.
