I agree with the strategy you shown in the above post except ".EDU & .GOV Backlinks" . In recent google update they have clearly mention that the link buying is completely against the google guideline. if you are not following the guideline then your website get banned by google so i would like to suggest you to ignore the above link buying process and concentrate on natural link building services.

Is hard to get local .edu and .gov backlink because they only accept those article or report that related and they do filter well.But i always get lot of spam regarding get .edu and .gov backlink for some paid amount. Is that trustable and i not sure which edu and which gov country they offer?
