Google's stand on paid link is very tough to decide as if you are paying money for the links but there was a penalty, then one can destroy a competitor by purchasing links for competitor's website and report back to Google.

Google penalize the link farms who are involve in selling backlinks - So, next time, if you are buying the links; make sure that the links are not coming from the link farms which are penalized. Google doesn't allow to make an attempt to manipulate your website ranking and this black hat practice is on red alert.

Link building need patience and practice the way the search engines allows.

Not all paid links are bad, there are quality ones like paid directories.
