Decision on PHP or .net can be taken only based on your requirement.
PHP is a open source tool which can go in hand with MySQL which is also a open source.
However, if you require microsoft product support you need to go for .NET based development.

is your website dynamic or static? there are different tools available to work in CMS so the tool you choose is depend upon the type of your website.

I would raise my hand as I was agree that both is good and awesome, just depend on your requirement needs. It doesn't meant you buy a lamborgini with the speed drive at 280kmp and you are safer than the local car.

Most people (even so-called experts) don't understand that comparing PHP to ASP.NET is not apples to apples. PHP is a programming language. ASP.NET is NOT a programming language. The language used for ASP.NET is generally C# (VB.NET can also be used, but rarely ever is).
