Yes links are helping in improving the ranking in search engines as well as a way of getting information about any topic.

All links are crucial for link building, but if you decide only to build forum links for link building then you might not see huge difference. Reason is simple, Google and other search engines like natural link building means links form various sources. On the other hand, if you're getting links from one source it's quite difficult to achieve higher ranking.

Signatures are supposed to be something that would describe you, or what you do. Yes, you can use it as a tool for link building, but that isn't the main purpose of those. They may be dofollow, but if you group yourself along with a lot of spammers who are doing the same, yours is just as good as spam.

yes these links helps any website to maintain ranking. these can maintain ranking for some time.

Google Webmaster tools count each signature link and displays at the "links to your site" option. It means Google definitely give importance to the signature links.
