Over optimization means a website is overly promoted or overly advertised using the black hat or unethical way.If a website is used the lot of keyword in a single web page then it is not a good way.always try to focus on the ethical or white hat strategies for the long term results.

You dont have to be alarmed by the new Google policies, but you need to take things slower these days to make the link building seem natural.

Dont buy links by the volume, that would be a mistake.
Try to get about 5 good links a day, in websites related to your website and if possible in a good position.

The fight to top search engines' results knows no limits – neither ethical, nor technical. There are often reports of sites that have been temporarily or permanently excluded from Google and the other search engines because of malpractice and using “black hat” SEO optimization techniques. The reaction of search engines is easy to understand – with so many tricks and cheats that SEO experts include in their arsenal, the relevancy of returned results is seriously compromised to the point where search engines start to deliver completely irrelevant and manipulated search results. And even if search engines do not discover your scams right away, your competitors might report you.

Over optimization is really not appreciated by Google. Google penalized by this. key word stuffing, cloaking and hidden text techniques are also not liked by Google.

Work more for the content, the content must be fresh and unique. Don't submit your link if it is not related to your niche. Relevancy is very important.

You may want to check your backlink profile and see if the sites linking to you are legit. If not, you better start building better links. Those links coming from the dodgy sites aren't going to help one bit. Take note that link building isn't your top priority here. What Google's trying to say with all of these algorithm updates is that you focus on creating quality content.
