when to start promotion process?

can i start promoting my blog from the start and before i add enough contents in it? also plz suggest what is the right time for it?

Definitely, with content. It helps to get crawled and indexed better rather than putting the website live without any content. Your visitors might not go back to your site if they see that the content is empty.
