Good question. I think it will be both penalized or rank high for a site. If you do black hat seo for your site then your site will be penalized. On the other hand if you are doing White hat SEO and quality work your site rank will be rank high.

Penguin updated on April 2012, this algorithm put tighter guidelines on website optimization and adjusted a number of web spam factors, including keyword stuffing, cloaking, unnatural links and content spinning.
