Page swapping: This is a little-used technique of placing one page at a site and then, after the page has attained a good position, removing it and replacing it with a less-optimized page. One serious problem with this technique is that some search engines now reindex pages very quickly, and it’s impossible to know when the search engines will return.

Page Swapping is a technique of placing one page at a site and then, after the page has attained a good position, removing it and replacing it with a less optimized page. But since web crawlers got better and more frequent it doesn't really work anymore and the value of the page drops almost immediately.

a page with a high link density, with hundreds of links and little other content, gets a negative score from Google. If a link to your webpage is found on a webpage with a negative score, that lowers the rank of your webpage.

Yeah, off course page swapping is one of the black SEO tactics in which one page is marketed & after it has gained excellent PR then it is changed by different page.
