There is no threshold on the count...It should ideally go like one primary and a few related secondary keywords per page...I would suggest you to keep it this way... keep your most important and highly competitive keywords targeted to the homepage while for the sub pages, you can choose to target keywords based on the theme of each sub page. This way you would be able to cover as many keywords as possible and each sub page would have a targeted keyword to work upon.

Once you’ve most profitable keywords for use, you gotta inject them discreetly in your body content, ads, meta title, meta description & website structure to reach and influence target audience.

If you are going to target less competitive keywords, you can target 20 more keywords. On other side for highly competitive keywords should be very less in numbers.

As much as you need. But, make sure to target keywords that would profit your website rather than just targeting it because its what everyone is using as well.

I agree with "delhi" statement it is easy to target large number of key phrases if they are less competitive and highly competitve keywords should be 4 or 5 maximum.

To bring variation in your keywords that wouldnt be considered as spamming you have to use 10 to 15 keywords for your site. These words can be the synonyms of your actual targeted keyword to keep relevancy.
