Do not understand, what strategy i have to opt for link building now after google update against paid linking and link exchange?

There are still many ways for link building such as guest posting, article submission, blog posting, blog commenting, forum commenting.

But you must be sure not to use same anchor text for link building instead use 2-3 different anchor text.
Avoid keyword stuffing on Meta Tags and Body.
Don't use spammy sites for link building.

Penguin is a fight against all existing forms of webspam including link spamming/ trading, aggressive overuse of exact match anchor text, submitting to low quality article/ blog directories etc.

Your ponit of view in this aspect is wrong. Link building is as much required for a website to better rank in search engines as ink is for pen.. Recently with Google panda update I think you all must know that backlinks are essential now.
