Keyword stuffing refers to the practice of adding superfluous keywords to a web page. The words are added for the 'benefit' of search engines and not human visitors. The words may or may not be visible to human visitors. While not necessarily a violation of search engine Terms of Service, at least when the words are visible to humans, it detracts from the impact of a page. It is also possible that search engines may discount the importance of large blocks of text that do not conform to grammatical structures.

Keyword staffing means excessive keywords used in meta tag or in content but this technique is now outdated

Keyword Stuffing use to work to fake relevancy for a certain keywords, but since Google has become allot better at finding out what a website is about they no longer give this as much importance and this is way keyword stuff doesn't work unless you are in a spammy niche like gambling, where I believe it still works and have seem work sadly.Another way is to make text in the body of the web page invisible text, or hidden text,by making the text the same color as the page.

Keyword Stuffing is a SEO technique used by Web designers to overload keywords onto a Web page so that search engines will read the page as being relevant in a Web search.
But optimize is with correct keywords density or not , your site my easy to get penalize by Google due to over spamming keywords and cause poor content.

when you can use unlimited keyword in your content for take benefits for search engine ranking then your content is keyword stuffed, but there are no benefits for keyword stuffed content, it is only bad impression for your website.

Keyword stuffing usually happens for 2 main reasons -
1) To rank well for certain keywords by stuffing those keywords in title, meta tags, content, link anchor texts.
2) To accommodate a much bigger set of keywords for ranking

In either case, stuffing is a pretty old technique of doing SEO. Some SEO gurus still practice keyword stuffing under the name "keyword density". Officially, Google doesn't consider density as a ranking factor anymore. You might occasionally come across sites that rank well with keywords stuffed in their title tag. In all probability, such a site will not be able to sustain that position for too long purely based on keywords in title. In fact, you stand a chance to get the recent over optimization penalty due to stuffing.

According to me using more than 2 to 3% of keyword on content on the per page or webpage is called keyword stuffing.

hello friend, you are right. Keyword stuffing is over use of keyword in URL, title, meta description, and content. keyword ranking is badly effected by keyword stuffing. To avoid this specifically use keyword when they are necessary. keyword must be properly check in Google webmaster tool and http://serp-checker.ezmlm.org/.
