Can yahoo Penalize A Site?

I bought a domain decreased. I added the articles and backlinks built, but the site still is not indexed in Yahoo.

If I do a site: mysite.com, I do not show anything.

So I'm curious if Yahoo can penalize a site?

Just because your website has not been indexed yet does not mean it's been penalized by Yahoo.

Yahoo ain't nothing like the Big G so it will take a long time before you'll see your site on it.

Why don't you try submitting your site to Yahoo directory? Or join Yahoo Answers and see if you can drop your site in conversations.
