Is it acceptable to write an article on my blog and then submit the same article to article websites for the backlink. Will this cause penalties for duplicate content?

Yes the content you submitted in the other site is treated as duplicate content. Try to write fresh content for different sites and submit them on regular basis so that you will got good back-links.

My sincere advise is to use different article for publishing in your site and different one for publishing in article submission sites. Try to add quality content in your site and this gets your site indexing regularly and it helps in ranking your site top in search engines.

Also, don't try to post article in many article directories, Just pick out the best 30 sites and post your articles there and get approved over there.
