We are looking for hosting for over 100 domains, we need to get a lot of different Class C IP addresses, don't need 1 IP for each Domain but, need to get 15-20 or so different class c's.

Google is smart enough to detect a link multi way linking group of sites across different Ip addresses and this will be treated as black hat SEO and you may get penalised.
