Sitemap.html (generated either by Php or by asp etc) is sitemap for human visitors. It’s a visual representation of site structure with clickable links.
Sitemap.xml is for web crawlers(contains list of URLs for crawling).

The HTML sitemap is for humans. It is a quick map/overview of the pages on your site which are listed using links (with anchor text). People can use it to locate a page they need quickly and easily.

The XML sitemap is for search engine spiders/bots. It is there to tell the search engines which URLs are part of your website. It appears as code. It helps the search engines find pages that they might miss on a normal crawl and it is also good if you have dynamic content or is new. Submit the XML sitemap as a feed in webmaster tools.

They both are being used by webmasters to help their sites getting better accessed by people and also crawled by search engines and actually there is no major difference between the systems and if you are currently using one of them, perhaps there is no need to use the other one because the effects on your website status will be almost the same.

HTML sitemaps are great because they can be seen and accessed by people as well as search engines and since they are static in nature, purely created in HTML in most cases, so the links mentioned inside the pages will be easily accessed by search engines too. XML solution can also be great, especially for websites which have lots of pages.

HTML sitemap is well known by people especially by those people who are not engaged in internet marketing. This kind of sitemap is mainly used to help visitors of a website to find what they need conveniently or help the visitors clearly know the structure of a website.

XML sitemap is mainly used by webmasters to help search engines spiders to crawl their websites effectively. Most search engine spiders are trained to look for and identify if an XML based sitemap exists on a website. A good and comprehensive XML sitemap will surely help your website be indexed by search engines like Google more effectively.
