Both are Google's recent update.
Web Spam/Google Penguin: is an important algorithm change targeted at webspam. (keyword stuffing,link incorporating irrelevant outgoing links into a page of content)
Google Panda:: is designed to cut down rankings for low-quality sites,which are low-value add for visitors and copy content from other sites
