Yes, I agree with your answer. It's like signal of danger before it happen. If you receive the penguin links then its critical condition for your site. You have to remove all the spamming links and duplicate content otherwise it suddenly drops Page rank of your site.

Penguin have given warning to off-page optimization technique because here users used more spamming so if you used spam content or blog then your site will penalized.
