Google counts only 160 characters in Meta description, Are you satisfied?

Hello my friends,
Lots of SEO professionals say “Google counts only 140-160 characters in Meta description”. But I am some confused here:

I have written Meta description for my one website page: websitedesigncompany.net.au/psdtoxhtml.php of 256 characters in two paragraphs as following:

<meta name="description" content="Convert online PSD to HTML/ XHTML/ CSS using striking themes via hand-coded markup, lightweight & table-less layout. We offer PSD to HTML5 conversion that meets the highest quality standards for Wordpress, Joomla, Magento, Drupal and Mobile Website Template." />

My targeting keywords are: PSD to HTML, PSD to XHTML, PSD to Wordpress
But, when I search keyword: PSD to HTML in google. It,s show 1st paragraphs of meta description in Google search as “Convert online PSD to HTML/ XHTML/ CSS using striking themes via hand-coded markup, lightweight & table-less layout. We offer PSD to HTML5 conversion”

And if I search keyword: PSD to Wordpress in google. It,s show only 2nd paragraphs of meta description in Google search as “We offer PSD to HTML5 conversion that meets the highest quality standards for Wordpress, Joomla, Magento, Drupal and Mobile Website Template.”

Use 160 characters in Meta description is good practice and it also very effective but it doesn't mean that good not counts 160 + characters.
