If i buy a vps for three years do the discounts still apply?

Probably not. It looks like they are only offering monthly billing for VPS with the promotion, and their homepage says that the discounts are for the first invoice only. It might be worthwhile to contact their sales team to see if they could offer you any additional discounts for a longer billing cycle.
