How many nofollow links can be build for a site. ?

Hi, It is said that nofollow backlinks for a site will not help in ranking a site in search engines. As these are not crawled and indexed by the search engines.

How many no follow backlinks can be build for a site.? Is there any number?

For a ideal backlinking process we have not measure but as i have experienced that 70 % do-follow and 30 % no-follow links are necessary.
