Agree this is one of the best online place to learn. As to design it really depends on what engine/code your website will run. Most popular are CMS which required special templates for them, which is very hard to make and in photshop and then convert it, as to opposed to simple website which can be nicely design in Photoshop and then finished it Dreamweaver.
