As far as I know No-Follow means that the google bots cannot read them. Actually the website owner decides whether the links in his site can be read by Google or not.

Marking links in HTML is a means of communicating to search engines which links are the page are relevant to determine the page's content.

By default, all links are "follow."

A link that is marked as "no follow" is telling search engine indexing bots to, literally, not follow that link. The convention was originally proposed to the W3C (an Internet governing body) by Google in 2005 so that links marked as "no follow" would not influence that page's page rank. For example, links left in Comments and links in ads are often "no follow." The former was to help prevent spammers from putting irrelevant links in blog comments to get backlinks to their pages.

Do-follow - Do-follow links are those links which provide link juice and are valuable to your site.
Example,
Dofollow Link= < a href=”http://inproblog.com”>
No-follow -No-follow links are for not crawling a link by search engine that influence the ranking of a particular website or blog in search engines.
Example,
Nofollow Link= <a rel=”nofollow” href=”http://xyz.com”>

Do follow links are those which have worth and repute in the eyes of search engine, and that links can also become back links. On the other side No follow links have almost no value in search engine's eyes.
