Are Paid links are fruitful for SERP????

hello all members,

These days I'm working for my a travel neche website but results in keyword ranking aren't satisfactory and I need to improve it. My friend has advice me to purchase some paid links relevant to my subject but I'm hesitating to buy them. I'm not in favor of PAID links as prohibited and even I don't have any practical experience in paid links.....even I'm scare because it is against Google guidelines.
