How To Do SEO without content

I need some suggestion for my problem. I have promote a website but i cant afford content writer. So without a content writer how can i work to improve my website traffic or ranking on SERP.

Content is necessary for site promotion due to attract the visitors . article , press release, blog posting, is major off page technique . we did not use in on page technique. we will mostly use content for off page .

In my opinion content is very important for SEO nowadays, Without content it's hard to get a good ranking, without content you can do some link building method like like directory submission, social bookmarking, blog commenting, forum commenting etc. So do all these till your site get indexed.
