Do you want to design or develop because there is a huge difference between both of them. Seems to be want to design a site and I rather recommend wordpress or joomla. If you are good with programing then use bootstrap framework.

Both Dreamweaver and Photoshop are best. Photoshop is an ideal application for adjusting pictures and creating web design. Dreamweaver is faster and user-friendly, there is excellent support for the PHP and MySQL.
