This might be off the wall but...
If you add a nofollow tag to a link, and Google bots dutifully don't follow, how can you get penalised for having to many links on a page? It doesn't make sense.

Hi Ed,
Are you referring to external links (links from your site to others) or backward links (links pointing back to your website)? There have been recorded instances of Google dropping sites due to a unusually high volume of backward links being found pointing to a certain website over a short space of time.
Generally, Google recommend that you limit your links to 100 per page. That said I do not believe they will penalise you for more than 100, this is simply a recommendation.
Further more - any more than 100 links on a page may be some what of a user experience nightmare ; )

Ok, Google may not penalize but how that will help you in ranking having too many "nofollow" links on a page?

I think Ed was asking, if there are 'nofollow' tags on all the links on a site, how can Google establish they are there or not?

Yes that is a big risk to have a lot of links on the page. That should be considered as link farm with no profit for your web site
Yep, also there should be limit on linking to a page for human usability reasons.

Google and its search algorithms are very smart so their is much evidence that they can tell the difference between a legitimate list of 200 links on a website and a web page with the very same website links that is designed only for the purposes of a link farm.

yep, All links are dofollow by default. we just need to use attribute "rel=nofollow" to make link nofollow.
