It really depends on the person and how much time/effort they want to put in their website. There are really tons of tutorials and communities which are a great help, but some people just prefer to hire an outside contractor because the don't have the time or willingness to read and improve their personal knowledge along the way. Of course there are pro's and con's to both ways...

I am personally all up for self-learning. When I first started in the hosting business, I had little to no idea about this Ancient Foreign God, called "Web Hosting". Failing to find a good host can make your efforts to build a website alone, totally worthless.
