What forum application do you wish to use, what's the database size and how many concurrent members/visitors do you expect? If its a popular forum and drives a good hunderds of concurrent members/visitors, then I doubt Shared package won't be able to handle this.

Look at shared hosting from ifastnet (https://ifastnet.com/portal/).
Their servers have no downtime and plans are resourceful.
They provide a free domain name even with cheapest plan, they have PHP 5.2, 5.3 and 5.4 which you can choose in cPanel for your needs. Servers are very secure especially using the site lock which makes it impossible for hackers to exploit your scripts by fully locking all files uploaded so they can not be changed.

If you're looking for good and best hosting for your big forum. Then I'd not recommend you shared hosting. Big forums eat lot of resources and CPU and in my point of view you should go for VPS or dedicated.

Try to widen the range of your search and choose time-tested and trusted Canadian web host. Check 4Goodhosting.com shared hosting deals. Pricing is not the cheapest around, but you will be satisfied 100%. The best host ever, the customer staff are really professional. I always receive prompt and quick replies within few minutes. You may take a look at hostdepot's review (http://www.hostsearch.com/review/host_depot_review.asp). Since you're going for a huge forum which requires a lot of resources, Cloud VPS would be much suited for your choice.

I am 100% sure that VPS hosting is the best for running a big forum. Take a look at Jumpline.com (http://Jumpline.com/), they are reliable and trustworthy.
No outages for my site in the 9 months I've been with them.
So far, a very happy customer. I'll update my comments in about 6 months.

Seems Aspnix.com is the best option to get low-cost quality hosting solutions. I am impressed that they advised the lowest cost package to me first, not the highest cost. Support is always ready to help

let me tell you one thing there is no such shared hosting on which you can host your big forum. You have to purchase a VPS for it. And it will work in your case.
