I think this question does not arise, both design and development are very vital for a site to get more traffic to it, nice design that doesn't load properly on all platforms and gives errors like 404 is of no use that's why all web services companies give importance to both.

Both are important aspect of website.
1)If your website looks good and have lots of code errors does not make sense.
2)If your website design is not attractive with good source code again does not make sense.So both have their own importance.
