Don't confuse webdesign with webdevelopment process.

For webdesign I suggest getting familiar with GimpShop (highly modified gimp) or pixlr editor. You really do not need cmyk handling, nor thousand effects for image manipulation. Webdesigner doesn't mean he also has to be a full time graphic artists.

For mockups search for website wireframing software. You can start with axure and then you will easily find free equivalents.
