Dubai-forum have PR0, this is very bad, but forum is good. For good backlinks, find a forums with high PR.

You could also find many relevant links on different blogs. Try to Google just recent posts to be sure the page ranks are up to date...

If these forums are giving dofollow links then it is good to use. Because dofollow link are also good to get page ranking juice to your website, but also make sure that forum has a good page authority and domain authority. Check your backliks quality also.
