Hello ,

We have seen some back-links for our clients competitors from a paid directory having PR=4,5 , is it good to go for it as Google has completely banned these sites for link building.

I would surely suggest to go with PR4 and PR5 web directory submissions as long as they are 'do follow' links. Google has banned spam directories which are of less value to your website.Directory submissions (http://seoaddict.org/directory-submission-a-proven-seo-strategy-to-drive-traffic/) have often proved to drive traffic for your website.

Hello Ariana Grand ...

If you want to create backlinks then you have to focus on the off-page strategies. The main off-page techniques are

1.Forum posting
2.Article submission
3.Bookmarking
4.PR Submissions
5.Blog Posting
6.Blog Commenting on high PR sites
7.Social media sites

These will help you to get backlinks to your sites./

Thank you
