Have you used a service for recovering from google penalties ?
What is a reasonable amount to pay for lifting a penguin (and maybe panda) ban with a domain of 200 backlinks ..

I am being quoted in the range of $400 but the market rate (and the quality ?) varies from $50 - $200...

Investing in link removals is a bad idea. You can contact your webmasters and ask them for a link removal from their sites.
