If you want to add meta title in blogger. so 1st you create a Title related your blog and add Title with HTML Code in blogger.

In the settings page there is SEO option and we can add there the meta description and keywords. Page Title we can add for each page while publishing.

for adding meta tags you have to edit the theme and then add the meta information in the head section. this method is working for me so far.
