Keyword stuffing refers to the excessive use of keywords in an article, exceeding the actual keyword density. Keyword density (http://www.reprisehosting.com/blog/keyword-density-is-it-really-important/) is very important for high quality article.

Keyword stuffing is a black hat SEO technique used to fool google search engine. My suggestion is that never use these techniques for your website. It simply overloads of many keywords on a single page to create more similarity with google search results. Google may penalize your website if you use this type of technique.

In simple way, In an article where keywords have been used many time called "Keyword Stuffing".
It is black hat SEO. If you do keyword stuffing in your content then your keywords will get ranking but for short term only.

If you use keyword many time in an article or website content is called keyword stuffing which is too bad according and black hat SEO.
