Yes, it works for only High PR Thematic links only.

Yes, It works but do link exchange with quality and your business related websites only. But don't consider Link exchange as link building process.

Yes but you need to connect with authorized sites - high pr + relevant sites, that can help you to increase link juice, site quality and traffic. When any authorized site recommend your site, that will give positive effect on Google ranking.

Yes Google being happy if your web have one particular website link in it and 2nd website have your web links.
