Yes, After Google Panda 4.0 Update, Duplicate content website will surely penalize or ranking drop. Ebay is great example for this.

Yes see to it that your website does not have duplicate content and for SEO submission you should use fresh and unique content if you use duplicate than sooner or later Google will penalize you.

Yes, google has a particular algorithm to check the quality of contents if it has any duplicates contents, then your website may be penalized by panda algorithm which is designed to check duplicate contents. Duplicate contents are a big problem in SEO field. A natural and fresh contents.

I would prevent copying material at all expenses. While everyone says it’s not critical it definitely has an impact on how well you position for certain core conditions and how much visitors you can produce. Original material will always turn best and offer that much required visitors

Yes, Google Panda update is made to find out duplicate content on Internet. And yes, if he find out duplicate content then he will penalize your website on his search engine.

Yeah, Duplicate content is penalized by Google. Panda algorithm of google is totally content based and it's every updates became more strict about duplicate content. According to Matt Cutts, duplicate content will not penalize your website, just your content will not get crawled and indexed by the Google.

yes this is true, Matt Cutts said that duplicate content is not going to hurt you as long as the content that you have duplicated is spammy or contains strategies like keyword stuffing, invisible text etc.
