I highly recommend you to choose cPanel control panel because it is well-known and good one. Have a look at webhostgiant.com shared web hosting offers and you'll see the great and reasonable difference. I think that this info will help you to find the best place.

Say five, is mostlikely the own host development... This means they either can't afford a full-fledged cp, or just want to save money. If they save on cp, what would stop them form saving on other things lowering the quality?

I would rather go with some cpanel hosts, like marblehost.com for example. Their shared hosting is very good.

Never heard of them, imho you're must better off going with a reputable and established web host such as HostGator or DreamHost.

I have never used say5 control panel and unfortunately can't tell you about it. As it turns out, I can suggest you to use cPanel control panel and before to deal with this or that company, you should compare different web hosting offers. For instance, you can look at a2hosting.com, gunzhost.com and hqhost.net - these are reliable companies which is able to meet all your needs at affordable price.

Every host is different, and your going to form your own reviews about them one way or another - I always say hey give them a try... just make sure to keep a backup of your work so in case you dont like them move on. What can it hurt, its not like your spending a fortune on them

Dayana Host has a demo version of Say5 control panel on their web site. I have seen it and dare say it looks quite good for me.
The interface is user-friendly. Think it would be easy to manage a web site with its help.

There are many great custom control panel applications out there. However the only issue is that once you make the decision to change hosts there isn't an easy way to import your files/settings/e-mails/etc. into your new hosting package.

I believe that the main goal is customer satisfaction as with traditional control panel as with custom one
I believe that doesn't matter once your customer happy
